Tcs interprets the named file(s) (standard input default) as astream of characters from the ics character set or format,converts them to runes, and then converts them into a stream ofcharacters from the ocs character set or format on the standard
output.

Supported encodings include utf (ISO utf-8), ascii, ISO 8859-[123456789], koi8, jis-kanji, ujis, ms-kanji, jis, gb,big5, unicode, tis, msdos, and atari.
